Why does our Govt. NEVER head the warning signs? Is it deliberate?

Could we have conquered ISIS before they reached the strengthe they are today?  I believe the answer to be YES. 

How many more times does our government have to put the American peoples lives in jepordy?  Why do they continue to put our lives in jepordy?  Are they really that affraid to act?  Are they more concerned with "Pleasing their Base" rather than protecting the people?
