Strategic? Golovkin vs. Jacobs, Jacobs a NO-SHOW for IBF Same Day Weigh-In

We are mere hours away from the middleweight showdown of Gennady "GGG" Golovkin vs. Daniel "The Miracle Man" Jacobs, but the breaking news doesn't stop. 

Jacobs failed to come to the IBF second day weigh-in according to a press release sent out. As per the IBF rules you have to come in at most 10lbs. higher than the contracted weight. GGG was 169.7 and Jacobs' weight is unknown. 

As a result the IBF will not be available to Jacobs if he wins tonight. Will this have any effect on the fight tonight?
