Moorish Light - What is Vagrant Destitution?

Sura 10:1-2

When General Lee surrendered to General Grant the terms were support the Proclamations and all Acts of Congress. There was only ONE AMENDMENT INCLUDED in these TERMS of PEACE and it was the 13th AMENDMENT WITH ITS 20 SECTIONS which solidified the PROCLAMATIONS.

 

“But it really gives them much. It saves them from the vagrant destitution which must largely attend immediate Emancipation in localities where their numbers are very great; and it gives the inspiring assurance that their posterity shall be Free forever. “
