Is Violence Caused By Mental Illness or Criminal Intent?

This past week we explored and began drafting legislation that would turn our prisons into healing centers, recognizing that those who commit crimes are acting out of mental and emotional pain. The question was asked, if a person commits a really heinous crime, such as murder, if they go through a genuine spiritual transformation, should they be released from prison? Could society, and especially the relatives of their victims, forgive them? Should those who commit acts of violence be treated like they have a mental illness rather than like they acted with criminal intent?
