Garry McCarthy, Candidate for Mayor of the City of Chicago, was the the Superintendent of the Police Department during the infamous killing of of 17 year old Laquan McDonald by police officer Jason Van Dyke. Many say that this case was the catalyst for Mayor Rahm Emanuel deciding not to seek re-election.  Amid widespread protest of the killing, Mayor Emanuel removed McCarthy from his position as head of Chicago police.
