What Law If Any Did The Chicago City Council Break About LaQuan McDonald

Did the Chicago City Coucil willfully break the law by attempting to cover-up the brutal and senseless murder of LaQuan McDonald?  If so should all 47 members who voted to pay the family $5 million dollars as hush money resign or be removed from office and charged as complicite in his murder, or some lesser charge?  Was the Chicago City Council accountable to the people of Chicago by doing so or were they accountable to Mayor Emmanuel? Were they paid to be silent? Did they uphold their oath to uphold the State and United States Constitution? What say you?
