Immigrants, Refugees, and Disaster Survivors - What Rights Should They Have?

You never know when you might get displaced from your home. There are fires raging in some States while flood waters are raging in others. There are wars and rumors of wars in nations around the world and people are literally fleeing for their lives. Where can you go when you lose your home? What if you have no relatives anywhere who can invite you to stay with them? What rights should people have to receive emergency shelter, food and clothing? Is it a right or a privilege to be rescued from disaster? Should we create legislation to make it mandatory for countries to allow those who need a place to stay to come and share space? Is humanitarian aid a right or a privilege? What principles, ethics and values should govern these decisions?
