City residents look to government officials whom they elect to do something about the levels of poverty, crime and violence in their cities. Often they blame the President of the United States for local conditions. But really, it's the local leadership, the representatives to the City Council who have the real power to make local changes. Some elected officials are more effective than others. Rev. Gregory Livingston, known nationally as an activist preacher, is now a candidate for local office.
