Community Policing: Can It Replace Armed Patrol Officers?

America has become a Police State right under our noses. Armed forces patrol our streets and bully the citizens. And yet, the people who live among us frighten us more, so much so that we call these same abusive armed patrol officers to protect us. How can we create real community policing, where everybody tells everybody's mother and nobody is too afraid of anybody to get involved?
