What Kind Of National Legislation Should We Propose That Can Stop Urban Violence?

This weekend hundreds of thousands, perhaps millions, will converge on Washington DC to demand "Justice or Else!" At the last Million Man March 20 years ago, many leaders criticized the lack of an agenda for new legislation and said that we should never again have a mass gathering at the nations Capitol without a specific demand for our elected officials in the form of a proposed law to address the problem. What law can we pass that would stop the out of control problem of urban gun violence, both self inflicted and police inflicted, that is resulting in the massive loss of innocent lives?
