The crisis of urban violence has overwhelmed elected officials across America. It is certainly tied to the frustration of joblessness and the economic pressures of survival. Do cities even generate enough revenue to replace the underground drug economy with legitimate jobs? Community activists say that if lawmakers were really sincere, they would support the efforts of former gang members to create legal entreprenuerial ventures among those trapped in poverty and embroiled in the culture of gang violence. But can the people raised in such a lawless, violent lifestyle of disrespect for rules and authority be transformed into productive law abiding citizens with merely the promise of a "job"? what else is required to clean up the mess created by economic distress and widespread distribution of drugs and firearms among the uneducated masses of urban youth?
