Can Citizens Prevent Their Country From Going To War?

Government leaders declare war. Citizens are recruited for armies and sent abroad to fight in war. But what if the majority of the citizens in all the countries involved don't want to go away to kill or be killed in a war abroad, where the real reasons for fighting are obscure? Can they collectively refuse to go? Can their refusal force government leaders to choose peaceful negotiations to resolve differences instead of using military action?
