Are Corrupt Police Secretly Behind Increased Gang Violence?

Young people are being gunned down across the U.S. with most killings being dismissed as "gang violence." Yet, when witnesses come forth with names of killers, police often do not pursue these leads. Instead, police officers have been seen approaching rival gang members and telling them the names of those who have killed their comrades.  Are corrupt police officers making deliberate attempts to provoke retaliation killings?  Why? Is the intention to keep violence going between rival gang faction in order to create mutual annihilation? What about the tragic deaths of the innocent people caught in the crossfire?
