How You Decide Whether Something Gets A 2nd Chance Or Not.

Have you ever had someone decide for you whether you have to give them a 2nd chance or not? Like, what part of the game is that? They might remind you about how  they gave you a 2nd chance before and how now, you owe them a 2nd chance. Does it work that way? Is that fair? Do you have to go for that? Is that even? Shouldn't you always be that one who decides whether you will do something or not?
