Some people have the skills to pay the bills and/or the ability to get the jobs done, but for some reason, they don't. Why don't they though?

They don't wanna get off drugs. Don't wanna stop running around in those streets. Don't wanna settle down and get married to someone decent.

Don't wanna stop living on the edge. Don't wanna make any more money than they are already making. Don't wanna take on any more responsibility, etc.
