THE PROCESSES OF ACTUAL FREEDOM

          December 1, 1862

"'ARTICLE—EVERY STATE  wherein Slavery now exists, which shall abolish the same therein, at any time, or times, before the first day of January, in the year of our Lord one thousand nine hundred(1900), shall receive COMPENSATION from the United States, as follows, to wit;

               January 1, 1863

First day of January, in the Year of Our Lord one thousand eight hundred and sixty-three, and in accordance with my purpose so to do, publicly PROCLAIMED for the full period of one hundred(100)
 days from the day first above mentioned,

November.  30
December.   31 =100 days

Does this apply to all persons held as slave?

          THE GREAT CONSPIRACY.
a State, the people whereof shall then be in Rebellion against the United States, shall be then, henceforward, and for- ever Free; and the Executive Government of the United States, including the Military and Naval Authority thereof, wil recognize and MAINTAIN the FREEDOM  of such Persons, and will do no act or acts to repress such Persons, or any of them, in any efforts they may make for their ACTUAL FREEDOM .

What is the difference between free and ACTUAL FREEDOM.

Have we  truly pursued ACTUAL FREEDOM  and Complete Citizenship?
