 We will discuss the closure of mental institutions in the 90's and how they have blended people from jails and aggressive cases with the vulnerable. This has led Maurice needing to leave his foster care home.   Judges give criminals choices of going to jail or foster care. Maurice was bullied out of his home and had no place for him to go. Lisa's home is a  temporary  foster care home until Maurice is found placement.
