But seek ye first the kingdom of God, and his righteousness; and all these things shall be added to you. (Matt. 6:33)

A kingdom is a government, so the Kingdom of God is a theocratic government. When the Saints are organized with laws that are patterned to heavenly laws, they will form a government or kingdom similar to God’s own kingdom. As the Saints gather, they must organize and establish a system of governmental laws and rules to live by. Such a system must be as close to the laws of heaven as possible. God’s kingdom is brought about by just such efforts.

Whenever a body of people are thrown together, the inevitable consequence is a political power. It cannot be otherwise. They must have organizations, representation, laws and administrators of law; there must be a body politic formed whenever a body of people are gathered together as we are; and the very fact of our organization, religiously, and politically, the very fact of that oneness that so universally prevails among this people produces a terror to evil-doers and to those who are opposed to us.
