Here is the historic thesis:  The Roman Catholic Church Holy Office Inqusistion.

 Here's how it all went down. Running out of substance and options, and with desire to lose their power and supremacy, on or about 1220 A.D., Emperor Fredrick II, convened a tribunal to formulate and establish legislation for violent oppression. With the support of the "man of God," Pope Honorius III and Gregory IX, legislations were made and passed to have ancillary organizations execute the punishment of heretics (non-believers in Hominid-homosexual Spirit-God) against the ecclesastical empire. 

In general, the legislation provided for penitalies of death on Indigenous people, banishment and confiscation of property. The papacy created the rules of the engagement for the Inquisition, which the practitioners applied arbitrarrily.

At first the pope's commissioners on heresy would travel from one place to another, addressing communities. They called upon people to confess volutarily if they were indeed heretics, and to denounce anyone they new to be heretic.  They offered amnesty, a grace period of one month to absolve themselve of heretical faults; if confessions were made, no penalty would be given.   This process was aimid at getting as many faith adherents into the newborn Catholic Church as possible. (And it was all about cash and power, not Jesus that never in fact aunthic). 

The actual indictment process executed by the Inquisition was done in private; any defense made on behalf of a defendant was merely perfunctory . But once the time of official pardon passed, the law of the Inquisition expired.
