Who created the first government: Sumerians.  Sumer (Ancient Mesopotamia)

1)    As one of the first urban civilizations in the world, the Sumerians established the world's first and oldest government. By the 4th millennium BCE, Sumer was divided into many city-states which were ruled by a priestly governor or king.

2) What country has the longest running government?

The U.S. Constitution was ratified in 1788. Politi Fact National checked a claim on the Constitution in 2011 when former Utah Gov. Jon Huntsman, a Republican, said the United States has "the longest surviving constitution." Defining a constitution as a single governing document, the claim was rated Mostly True.

What is the first government in world history?

There is no way that anyone can come up with such an answer.

To begin with, the literacy of mankind is only about 6,000 years. Yet there are some…as anthropologist…who place man on the earth many years before that. So, if man was here, the question is: was man a primate that existed tribal; or was man individual that by choice chose to associate with others. Neither can be answered with verification, both only as some postulate, a hypothesis of consensus of agreement by those who in academic pursuit study this question. 

(In such a case there is world prehistory). The Elohim gods and Kingship government existed long before the flood, the gods and goddesses created the DNA civilized  African hybrid human beings
